Governing Transitions with Foresight

Short description:

While there is a shared understanding in the European Union that strategic foresight such as scenario building can help to improve the quality of policymaking for sustainability transitions, the empirical evidence is still lacking. The workshop aims at addressing this knowledge gap by drawing on the results of the latest EEA policy papers to review the uses and influence of foresight in the context of sustainability transitions. Based on inspiring success stories from the EEA member countries, this session focuses on discussing: How can foresight help governing sustainability transitions? What are the key policy uses and impacts of foresight across the policy cycle? What are the main success factors for using strategic foresight as a vehicle for governing sustainability transitions?

Short description of the guests:

Ana Jakil is a senior policy advisor for environment, sustainability and transport and a foresight expert at the Federal Chancellery of Austria. She represents Austria in the EIONET National Reference Centre for Forward-Looking Information and Scenarios and in the OECD Governmental Foresight Community. Previously Jakil worked as a project manager for strategic foresight and transitions at the European Environment Agency. She holds a PhD degree in political science, specializing in sustainability governance foresight.

Lieve Van Woensel has a PhD in Physics from the Katholieke Universiteit Leuven (KULeuven – Belgium) and a postgraduate degree in Business Administration. She heads the Scientific Foresight Service within the European Parliamentary Research Services (EPRS) at the European Parliament.

Kaisa Oksanen is a foresight expert and a senior specialist at the Prime Minister’s Office, Finland. She coordinates the national foresight network in Finland, and aims at implementing foresight knowledge into decision making. Previously she has been working with foresight and innovation research at VTT Technical Research Centre of Finland, Aalto University, and the Agora Center, University of Jyväskylä. Her background and expertise are related to innovation ecosystem processes and sustainable innovation.
